I've read through the previous posts and FAQ. I understand 1996 eeproms are not removable. Therefore some sort of interface is required. So my question is...
I am going to a 160deg stat and want to change my fan settings (yes, another person doing this).
What is the least expense way to do this?? (and safest)
I dont think I'll be "playing" with my engine settings very much....so I dont need a nice programmer.
Without a programmer its kinda hard. I agree with you that is kinda steep just to change the fan on / off temps. I guess the only real option you would have would be to send your PCM out for reprogramming. This is still going to run somewhere in the neighborhood of $150 or so. Like you said ouch.
That won't work for him. His car is OBDII. Unless you were lucky enough to get the Tunercat OBDII programmer before they sold the rights to Jetchip. Those of us with the 96's are kinda stuck, one year specific OBDII that there is not a lot of support for. HPtuners nor EFIlive support this year.

The cheapest option for you is to send it off for a mail-order tune. About $100+shipping.
You can get a mail order tune for an LT4. Ed White at fastchip can do a mail order tune for you. You pull the ECM and mail it in. Tell them the mods you have and they put the magic stuff in and send it back. The time and postage can be expensive if you have to send it back and forth several times.
I finally bought the software to do my own and it makes it easier and faster. If you have access to a dyno, you can eke out every bit of HP in there.
IMHO, leave the 180 t-stat and program the fan to come on at 195*. Since you are a neighbor, you may want to spend a few extra bucks and get a new radiator (it's 11 years old). Out of curiousity, did you pick the name VAROOM from those 60's plastic varoom motors that you put on bicycles?
