With enough traction and enough abuse of the engine/clutch (autos need not apply), I'm thinking a stock LT1 could do it.
Of course it wouldn't be very high, and it sure wouldn't be very long, but I think you could see daylight.

Seriously, I think it's going to take some serious gears and some serious horsepower and traction.
You could have gobs of power and never lift the wheels, you need traction and you would need to loosen up the front end, disconnect the sway bar and some drag shocks to help shift the weight. Lightweight rims and skinny tires on the front would help as well as would softening up the rear leaf so the car would squat and shift weight. I would think 400rwhp would be enough power it's just getting the car to transfer weight and then there's the torque arm,the only thing connecting the rear to the trans. Somebody will chime in who actually knows but those are just my thoughts. I am curious to see what the real answer is and if I'm in the ballpark with my answer.

Gosh I can't remember the screenname, but there is a guy on here who has a turquiose green C4, and his sig pic shows him lifting the front end up high. The kicker of the sig is that it mentions the (motor's)bottom end as being stock.

It definitely takes some grunt under the hood, but pulling a front wheel is all about how well the front and rear suspension work together with that grunt.
You might have a 10 second car that doesn't and a 13 second car that can.
