If there's no drain (or the drain is plugged) from the hood latch well, crud and water can build up and prevent the release from opening. Don't force it when potentially frozen. When thawed, clean it out. According to some posts, earlier C4's had no drain and later C4's had a drain so small that it clogged easily.
Also, according to some posts, the driver's side drain drips on the terminal block behind the battery and promotes corrosion. So a longer, redirected drain tube is desirable.

So let's see.. (where did the boat come from)chicken pops the hood the coolants ok...and now the farmer and the chicken are in the Vette chasing the fox in the farmers other car
if it doesn't get hot enough, start it up, let the fan suck a plastic bag under the car into the raditor intake, then it will get hot, and loosen the grease holding the latches.
(since it's too cold to get on your back and crawl under the front) tie a string onto the plastic bag for removal and further storage options

While the hood is open, clean out the latch wells. Or at least check to see if they're full of ice. The difficulty is more likely an ice blocked latch than a cold sensitive cable. Clean out the latch wells and assure that there is a drain path (pour hot water through it). I don't have personal experience, but there was a post that said 'earlier' (pre '94???) C4's wouldn't drain until drilled. Later C4's had drains (my '95 has drains-albeit tiny and prone to plug up). There's a wealth of info on this topic in old threads.
When the latch is clean, coat it with 'Lubriplate', a white grease that won't harden when cold.

Glad you were able to finally get that stubborn hood open.Now, if there's no excessive slack in your latch cable(unlikely), then most likely the problem is as IRAraid said. Happy motoring!
