Default strange behavier?

I have a 92 lt1 6speed car . would not start. found out that the fuel pump fuse,ecm fuse, ab crank fuse and fuel pump 2 fuse and fuse marked 3 where all cold fuse's. I can jump a hot lead and power up the fuel pump fuse and the ecm fuse and the car will fire up and run the motor sounds strong,the speedometer was going craze jumping allover the place.I checked the fuel pump relay under the pass dash and found power was reaching the relay but whatever tells the relay to energize must not be working? what might that be. I was thinking maybe the bcm but it seam that most of you say these never go out and i checked with my dealer and he says noone has this part. I have not trced the wire from the ecm fuse yet i'm just now tearing into the dash.any help would be great thanks.

Maybe there is a loose ground or corroded connection behind the battery. I would check the major grounds on the bell housing and near the battery as well as all of the "hot" connections at the junction block near the battery.
