My headliner for my 1996 coupe is sagging and I would like to fix/repair it with one of the headliner material sold on ebay. Has anyone done this repair and if so, what are steps to removing and replacing the headliner from the targa roof panel.

I just did mine last week. Another member e-mailed me the instructions. Give me your e-mail and I'll forward it to you. Oh by the way mine looks great and it only cost me $38.00. Be careful pulling out the old liner from the fiberglass top itself.
I just repaired my headliner - not the actual material - just the covering.
I went to Schucks and bought a heavy duty adhesive for carpet and headliners (I guess this is a common problem states with incredibly dry and hot weather.
I pulled off my existing material, very gently, cleaned off all the old adhesive - taped and sprayed the new adhesive on - let it sit for 10 minutes and then put my cleaned interior material back on.
Looks great and doesn't hang on top of my head anymore!!!!
