Default I really need help!!

I took a short drive yesterday. During the drive my car would start to miss when driving at normal speed. As soon as this would happen I would accelerate to get the RPM's up around 2K and the miss would stop and the car would go back to driving normal(without missing).
I've had this trouble for a few weeks. So I've decided to take a look. Here's what I found. The intake plenum, runners and base intake had an oil like coating in the inside. I was expecting to find a little dry carbon build up, but instead a wet oil like. Only one spark plug had the same type of oil like fouling. The other 7 plugs were fine.
A couple of months ago I changed the #2 cyclinder intake and exhaust valve stem seals because the spark plug for that cyclinder were fouled. I'm not sure what to do at this point This engine is a complete rebuild. I've put 12k miles on this engine over the last 18 months.
I need some helpful advice.

Check to see if it's fouled again. If it looks like this, you may have a bad injector.

In the plenum? Bad EGR? After seeing how dirty it gets in there, I removed the EGR system.

This is the #4 spark plug. This is the only one to foul. The othe 7 are in good shape.
