When I first start the car it idles so slow I can hardly keep it running. After it warms up it idles way too fast (1200-1400). I removed the throttle body and did a complete and thorough cleaning. New IAC, didn't help. New oxygen sensor, didn't help. Car has 35000 miles, new plugs, wires, etc. I can't find any vacuum leaks. I checked the codes and none are present. The voltage on the TPS checks fine, it is not adjustable on a 91 anyway. Any more ideas? Any help much appreciated.

Chris, no I do not have a Scan tool.
Glock94, I thought of that also but I don't know where to start looking there are so many vacuum lines. Any certain ones I should look for that may cause the problem? I know the ones on the throttle body, PVC, and to the EGR solenoid are good.

Check the engine coolant temp sensor. The way to to do this is to look at the digital reading on the dash at cold start up and when the car is warmed up. Check the physical connect also.
