I see a question mark, but I don't read a question in there. The title to the thread says, "Smog need help!". What needs help, you or your smog? What help is needed?
Is it already registered? IOW, is it a CA car with an MA exhaust or an out of state car you're transferring? If OOS you'll need to check and make sure it's 50 state legal. Otherwise you can't register it regardless of whether or not it'll smog UNLESS you received it in a divorce or as an inheritance (going through this with an out of state vehicle right now).
I have lived in California for 15 years. They will fail any car with any change that has no CARB number. You cannot change the exhaust before the cat. Cat backs are OK. I would go get it smogged. If it fails, you can take the car to a referee. You can argue with them about what needs to be changed. When I moved here I had a truck without California emmisions. I paid a fee and upgraded it. Then they approved it.

I don't think the precat eliminator is going to matter. i think you will pass if your cat is good and the smog pump is working and the diverter valves are functioning and the cat pipe is intact.
