That code means that the actuator is moving too slowly or is not getting a correct feedback signal.
The actuators can be swapped side to side. Exchange it with the right rear actuator and see if you get a Code 22. If you do, the actuator is probably bad.

beside broken gear, make sure the shock is not leaking and ensure that the gear rotates full travel end to end SMOOTHLY with a little resistance. Make sure that there is no lateral play within the gears assembly.....meaning that the circular part of the rod can't move left right up down etc.
