86 Wipers Issue

86 Wipers Issue
My wipers will always run on High. They will sometimes not start up on delay or low, but work intermittently on those 2 speed settings.
Is this likely the switch or is it likely the control module board internal to the wiper motor?

When you figure this out, let me know... I've replaced the switch, motor, and cover... I still have this issue. I've followed all of the wiring and it looks good. I have no clue what's going on with it. All I know is it works well enough to get my inspection sticker.
