I have the old ball joint out. The old pressed in rivets still remain in the control arm. Do the rivets have to be drilled out or should they be able to be punched out with a drift?

When only the rivet heads are drilled off, the rest of it should punch out with a drift punch nice and clean. The heads is where the pressure is at. Once those are gone, the rest of the rivet is no longer tight. If you do this yourself, just drill enough to get the heads off. It's easy to go off center if you drill all the way down the center to the other side.

Drill the heads off and then punch or press the rivet out. I used my press for a couple of them and then realized it was easier to just give them a couple hits with a hammer and punch.
