Default 1991 code 22 problem

My 91 starts and runs ok but after its warm and goes into closed loop for a few minutes it starts to run rough and its hard to keep it running. The plugs are gas fouled and may not start after its turned off. It will start when it cool. I'm getting a code 22. I have changed the TPS and set it to .056 volts. The fuel pressure is 39 lbs and holds after the engine is off. In the Field Service Mode, the dash light blinks evenly and the O2 sensor, ECM, EGR, Engine temp, intake air temp, and the distributer was completely rebuilt with all new parts. All the vacuum lines have been replaced.

Is there anything in the fuel system that I should check? Do Proms go bad? I changed the ECM but nothing changed. Thanks, Mickey
