I found the problem. Now what?
What I found was the cable on the driver's side has about an inch of slack!!! I also discovered rust and water in the bracket (4 butter basters worth). The other side is not rusty and did not have water in the bracket.
What is causing the water to get in and stay on the driver's side and not on the passanger's side? How do I take the slack out of the cable to the driver's side?
I think the slack needs to be taken up at the lever end, but can that be done? Maybe the cable is broke at the lever end.
Any ideas would be appreciated.

With mine, the hood release bracket/cable stay broke on the left cable. It's plastic. The break allowed the cable end (casing) to move back enough to not allow the cable to pull far enough. Until I get a replacement, I re-set the cable casing end in it's proper location and installed a wood screw along side it. So far it's holding. But it's only a matter of time. I need the new replacement assy soon.
Regarding the water.....there's an aftermarket drain tube kit available for the latch hole. Quite simply, it's a hose and hose barb that you drill & tap into the base. It seems a good idea, as a simple drain hole (without hose to direct it) would allow water to drain down directly onto your wires behind the battery, causing undue corrosion.
I try to keep my vette out of the weather, so haven't done that alteration yet.....but I did notice the same thing as you....that the drivers side collects water while the pass. side remains dry. Perhaps it's just water routing.....or perhaps both our driveways are sloped the same?
If not, drop the LH hus panel and inspect the release mechanism for breakage or perhaps the LH cable has clipped out of the release mechanism.
