Default Bad Lifter?

I'm pretty sure this is a bad lifter but I'll ask anyway. A few days ago I started my '91 L-98 and it was whacking away. I determined it was on the left bank of the engine. I removed the valve cover and felt all the rocker arms. The exhaust valve rocker on #7 was very loose. Well I went out today and was going to start taking the thing apart and the looseness had magically gone away! I assume that means something in the hydraulic lifter had gotten stuck and I probably should replace the whole set. Anyone have another opinion?

Oh. Just to be sure it wasn't the valve that stuck I measured the spring height and it was the same as others that were fully closed.
