On my '95 I noticed the distance from ground to middle of wheel well, both front and rear is about 1/2" different from side to side ( lower on left).
So is this telling me that the frame has been tweaked or was the previous owner a really heavy person??
I thought at first it was just the rear spring but the bolts have the same number of exposed threads below the nuts and all.

Probably nothing I can do about this right?
This is common on C4s. If your not hung up on having the same number of exposed threads you may be able to correct it by running the nut up on the low side.
You sit on the left. The driver has to be in the car for it to move, and 9 times out of 10 there will only be one person in the car when its been driven. So for this reason, it has settled lower on one side. Ive only ever seen one C4 that was lower on the right, and it was brought out here to Australia brand new, and was converted to right hand drive in 1989 (it was an 89 with a ZF6) and it was about 1/4 inch lower on the right cause it mainly only had a driver and they were obviously sitting on the right side of the car. The uneven loading causes this, to fix it, replace youre springs and bushings, or shim the barstard
