On my '87, with the wipers in the parked position, the arm slides over that plastic piece you're pointing too. Raises the arm just a bit, but not enough to lift the blade off the windshield.

In case you don't know about the fine adjustment, look to the left of center of the screen that keeps leaves and junk out of the cowel. You'll see that a 1" x 2" or so peice of that screen is removable. Under that are a couple of nuts to adjust the arms. Takes a 10mm socket if I remember correctly. Loosen the one for the arm that you want to adjust, put it where you want it, and retighten. Wet down the windshield, turn on the wipers, and make sure they don't crash into each other after you made your adjustment. Shut of the ignition to stop them immediately if they do hit each other to avoid damage. If there's not enough adjustment that way, you'll have to remove the arm, reposition it, and perhaps do that fine adjustment already discussed.

C-4's are notorious for the wipers getting out of adjustment. Don't worry, I don't think there's anything more wrong with yours than that.
