Second try. I typed a somewhat long winded description about this circuit, and some possible causes, but when I hit the send button it got lost somewhere in the ether.
So, a short suggestion list. A crimp or short in the O2 wire, or a significant fresh air leak at the sensor bung. (ECM failure is a possibility, but very remote.)
A service manual should give you a helpful diagnostic tree to debug this issue.
