ok i crimped the return line and it made no differance in fuel pressure. I then want and removed the supply line at the top of the tank and put a gauge on it with about a 4" lenght of hose. Turned key to on and got about 25 psi. I then held the key in start for about 5 seconds ( to turn the pump relay on) and got no more than 32 psi. I am thinking the problem is a fuel pump what else could it be. There is only one fuel pump right?

My 86 when I had it did the exact same thing, it was the sensor that screws into the pipe running from the manifold to the intake, all was well after it was replaced, did you bump it by chance, it is fragile on top? MidAmerica calls it a EGR switch - #609-649, mine did not set a code.
