The TV cable will adjust the rpm/load point at which the transmission Pump pressure causes an upshift (or downshift, for that matter) between any two gears. It will Not do anything about the converter lockup - that is controlled by the engine ECM and the setpoints in the PROM program, based on MPH and throttle position.
You say you have changed the TC solenoid, and yet you don't know what the TV cable is?
No second gear is rare. The band and forward clutch pack are on for second. The forward clutch pack is used for 1st as well. That suggests that the forward pack is good. The band also works for 4th gear. You have 4th gear, suggesting the band is ok. The fact that it shifts at all suggests the governor is functioning. Based on all these assumptions, I suggest that you have a valvebody issue.
After re-rreading your post, I may have misunderstood your description.
If you are saying that it shifts quickly from first thru 4th gear, then you positively have a tv issue. Put a guage on it. You should have line pressure of approx 50 psi at idle, and approx 145 psi at wot, if my memory is correct. Consult your factory service manual to confirm my pressures.

no cable.the solenoid seals with o ring, wires wnet to switck at drivers side top of trans. thanks for input
