It's an 'inline' fuse,probably black, if that helps any..
In the left side headlamp well, look for a black round vacuum canister. The fuse holder should be just about at he seam of the canister on the right side of it. The weatherpak holder clips to the canister and you release a tab to pull the fuse downwards. The fuse is a 10A.
Just splice in a toggle switch on that wire and attach to the frame. There are holes in there already that work fine. Then you can have lights on or off without the ghetto switch(fuse).

Gordon sells some in-line switches specifically for the underhood lights. See his web site. While attending Gordon's 103 class in TN, (I took my Vette), I told him that I wanted to make individual switches that would be weatherproof and would use factory connectors so that the switches could be easily installed and removed without modifying the original factory wiring. We made up a set in his shop right then and there. The prototypes are on my 88 now and have survied a cross country drive and a rain storm. While it is possible to make your own for a little bit less, the ones Gordon sells are great, the price is cheap, and there is no effort involved.
