OK, this time I'll give a straight answer. Generally, one of the best ways to improve 'seat of the pants' horsepower is to change the gear ratio in the differential. Put in 3.73 or 4.10 gears, and the 'zoom' factor will be noticably improved. To improve the engine horsepower, you need to work on three areas: the intake, the engine internals, and the exhaust. Most Vette owners start with the exhaust. The single most effective exhaust mod is long-tube headers, followed by high-flow cats, an x-pipe, and good mufflers. Look what I did with my lowly LT1 engine (see sig).

I dunno, nitrous will add more power and seat of the pants gain than everything you listed. The next biggest reduction in ET will be sticky tires.
If he doesn't want to do nitrous, and doesn't drag race the car, then I agree with you. Gears and headers are tough to beat.

The next thing to ask yourself is what do you want to do with the car, and how much do you want to spend? Do you want a slightly faster but mostly stock car.....a quarter mile demon.....or something in between? What's your budget?
How much money do you have? I went with gears first, then LT headers, high flow cat and B&B exhaust. Then a 2500 stall converter + shift kit. Then a hotcam, 1.6 RR, ported heads and intake. It never ends Dude, it never ends.
