I'd do them at the same time. Seems like every project I do on the vert requires dropping the X frame and pulling the exhaust. I can't remove the torque converter cover plate/panel with out pullling a header. (Trust me I tried but my EM headers don't allow it. I wanted to pull the engine with the headers attached and couldn't get that cover out of the way IOT remove the TC to Flexplate bolts)

The primaries shouldnt interfere, but I would still do the converter first just in case.
He has a 93 which is LT1 equiped and as I stated earlier, my EM Long Tubes have to be removed in order to get to the torque converter. Maybe other brand's of LTs don't.

OK, I wonder if the converter cover is different on the 4l60E than the 4l60/ 700R4, or if your AFRs make the difference, or the milling of my stock heads moved the header collectors that much.
I think thats what I will do. I am doing a cam swap at my shop at home and it would be easy to put the headers on now. but I will do the convertor at my work where I have access to a lift. I will do them at the same time. gives me a good chance to soak all the bolts with penetrating oil. the front bolt on the driver side is backed out all the way hope the threads are good
