I've heard a few people that got to them from the top but I had to remove the bottom plastic cover on the passenger side, then carefully pull or move some wires out of the way there are two more bolts one on each side to take off. The one on the door side I could get to with a 1/4" ratchet, the one on the console side I got loose using a wrench. It was a bear, but worth the effort to me.

i remember pulling out a piece of air conditioner pipe and the only way to
get that inside bolt was with a 7mm combination wrench.

i want to remove it to paint it..i have most of my interior in my garage now being prepped for painting and new carpet
