Power expectation on complete build?
I'm interested in increasing the acceleration of a stock 85 vette, assuming a complete engine rebuild. I would prefer it have a minimum 91 octane pump gas requirement, retain a stock appearance with the TPI, retain a normally aspirated configuration, and keep it street legal. The car would be a toy, only used in and around town. I also however want to retain A/C and cruise. Acceleration is the goal, top speed not so much. I have considered .373 gearing and the appropriate exhaust.
Assuming the complete engine buildup, what would be a reasonable expectation on horsepower and torque? My budget for this change project is around 10K.

You could easily get a proven 383 combo with good heads, and properly tuned for less than $10K. You could also build a fast 350 (just doing your top end) and still be under $10K.
In either case, you need to set some expectations as to what you would consider fast.

Just go with a 355 or 383, 170-180cc heads (because going bigger with TPI would be pretty much a waste), a rather mild cam like the Accel 211, or maybe a bit bigger with the bigger engine.
Still it will need upgraded TPI parts to feed it, larger base, runners, ported plenum.
I could find better ways to spend 10k.
Do you want a minimum of 91 octane or a maximum of 91 octane? When you say minimum that means that you want to run either 91-3 octane or racing fuel, did I read this correctly? Wouldn't you want something that would need 91 as the maximum?

and have a pretty fast car. If you do the work yourself.
