'90 with A/C issues
What is the next step is this vacuum, blower motor, or fuse?

Assuming the Blower Motor and wiring is good, move to the Module, mounted on the left side of the Evaporator case. It gets low voltage signals from the Programmer and amplifies them to control Blower Speed. That input is usually Brown or Tan (and with age, it may appear to be Black which is also the color of the ground for this device). At 10, that wire should have at least 6 volts on it. If it does, the output - purple - should be at 12 volts. If it has the input and the output is wrong, you need a new Module. You might also check ground (spliced to the blower and terminating on the frame below it) and power - red (fused and usually labled Prgm in the box). If the input isn't there, then the problem is in the Controls or the Programmer. Controls communicate over serial data lines with the Programmer. Little you can do to troubleshoot either without a bi-directional scanner, but assuming the Controls work; ie, when you push a button the Display changes and the compressor engages the more probable suspect is the Programmer. Before you replace anything though, disconnect and reconnect the battery. That will insure that it isn't just a memory glitch.
