Try this: Turn them on. Go to the headlight that is down and twist the emergency **** at the top of the motor until the headlight is up like it should be.
Turn them off, they should both go down. See if they are working right now.

then you probably reconnected the linkage wrong on that side. You may have to pull the little piece off that bolts to the output shaft on the motor and flip it over.
It's hard to say without looking at it.
