Default Best bang for the buck?

I hear alot about scanners. Which one is the best bang for the buck that will read codes and provide sensor information? I would prefer a handheld vice using a Laptop.

Check E-bay (or Craigslist, or..) - lots of used "professional" scan tools out there - mechanics and shops have to stay pretty up to date, and the "old" one ends up for sale cheap Someplace. Snap-On is a good choice, great reliability and lots of support.
