More money than time:
If you search, someone posted a website that had vats blanks for $3.25 each not too long ago. 15 x 3.25 = $48.75 Any locksmith should be able to cut them.
More time than money:
have a lock smith cut a non vats key. Get resistors from radioshack for 30¢ each. 15 x 30¢ = $4.50 Once you find the one that works you can get the key cut with the pellet in it.
