I think what you may be noticing is the electric air pump, I thought it was the fan running on my car too when it is cold. Open the hood and take a look, I think you will see both fans are off on start up.

I just didn't know when fan #1 came on.
I just assumed (or thought) it came on upon start up.
Thats why I was wondering if it came on immediatly...or after a little bit.

Some people may think it's not on, but if you have the electronic climate control it very well could command a/c as soon as you start the car (depending on what you have the settings at, and air temp.)
The cooling fans are not just controlled by the ignition key and sending power to them. They will not run unless certain parameters are met. There are times when you don't want them running (speed over approx. 35mph for example). At speed they will hinder airflow more than help it.
