I just purchased an 89 Vette with 58K miles on it. The hood latch will not release the hood to open it. Short of pulling on the cables with a pair of vise grips, does anyone know of a way to release the hood?

If you can pull on the cables with pliers to open the hood then you have one of 3 things wrong:
1 - Your hood release lever under the dash either needs to be re-setup and tightened back up under the dash (been there done that)
2 - The lever is broken ($35 replacement, been there done that)
3 - they need to be adjusted to pull better under the hood. Each side under the hood where it attaches to the actual release mechanism has a an adjustment nut on them to tighten/loosen the cable up to make it pull better.
If you can't open the hood AT ALL, then you got other issues.
The tool linked in the post above didn't work for me, but it has worked for others. If you dont want to try that, figure out which side is stuck and pull the wheel and fender skirt, reach up inside the hood area and pull the latch out of the way so the hood pops up.
