The starter solenoid at the end of its stroke forces two large copper contacts together that switches current to the starter motor. These contacts get burned and pitted and stop making reliable connection. If you can hear a click the solenoid is working and if you can after several trials, bang those copper contacts together to finally make a good connection, the starter will crank. You need to replace the copper contacts or replace the starter. If you have an auto electrical shop nearby, they can replace the contacts, or you can do it yourself.

Sounds like a starter to me as well. The real test is try to start it and if it doesn't start, take a stick and a hammer and pound on the starter while someone is trying to start it. if it starts after a whack or two, then you got a starter problem. Might be cheaper to just buy a starter then paying someone to rebuild it. Just my $.02.
