I have had a problem with my parking lights blowing the 10a fuse in the fuse box. My headlights, brake lights, and turn signals work, but when I turn the lights on that first click on the light switch would blow the fuse. I also had no horns. I replaced the horn relay and now all my lights work!!! My horn still dosent work, but atleast now the relay clicks when I push the horn button. Getting closer.
Seriously, try checking your horn grounds, and put a meter on the horn wires when someone pushes the horn button to determine the horns get the volts when desired.
ALSO, put a meter on the car ground somewhere, and ohm through your horns to the ground. If the horn is good, you will get about 18-20 ohms. if the horn is no good, upwards of 150 ohms. horns will vary in ohms depending on their condition internally.

Do you have an aftermarket radio? Not sure about the 84 Corvette, but most cars have a dimmer illumination wire that goes to the radio, that comes on with the parking lamps and dash illumination. If someone put a radio in and left that wire dangling around, it could ground out and blow that fuse.
