So the exhaust is done, headers and true 2.5" duals all the way back, limited budget so which is to do next? Heads first or big mouth base, runners and plenum reworking first, opinions?

1990 Convertible 6 speed with the easy stuff like cut out aircleaner + K & N etc

There are hundreds of threads on this, did you try a search? What you do next is up to you. I would not use a TPI intake though you might want to. Heads and limited budget don't really go together! It would be easiest to swap the heads and the intake at the same time so you don't have to take it all apart twice.

Yep did the search and there seem to be as many different answers as there are questions! Suppose what i was really getting at in a clumsy way was that since the restriction of the exhaust has been done what is the next choke point to good breathing, heads or intake?

Both, and the cam! But, the intake would be the most IMO. Depending on your HP goal, just doing the intake may be enough.

Thanks, just looking for an honest increase i can feel in the pants not necessary on the dyno, heads will come in due course but i dont want to spend money and get nothing for it because i did stuff in the wrong order!

the problem with this plan is an intake setup that works well with stock heads and cam won't be optimized for any other heads and cam combo. If you want to do it as a part by part build your best bet is to decide on your end-state setup and then bolt together those parts bit by bit. Not the ideal method IMO, I like one consolidated build after saving and planning.
