Are you referring the intake air temp sensor?

I have a 90 TPI, I think the air temp sensor is located on the bottom of the plenum, this hole is located on the passinger side of the plenum just below the MAP sensor.

On my "91" Vette, directly under the MAP sensor, there is a recessed area on the plenum that has a screw in adapter for the plastic vacuum line that connects right to the top of the fuel pressure regulator.

You can see the 2 vacuum ports in this pic:

Only the front port has a hose on it.

The 90-91 L98 Vettes are speed density and have a MAP sensor covering the three vacuum ports. All three vacuum ports are used. Here's a few pictures of my 91.

Here you can see the three vacuum ports. The one on the left connects to the bottom of the MAP sensor, the middle line connects to the fuel pressure reg and the one on the right connects to a hose near the back of the drivers side valve cover.

On your 1977 Corvette you would use this vacuum take off to connect to your headlights and heating controls (with a tee).

The threaded hole is just another Vacuum outlet as KENS80V already mentioned.

That hose go around and connects to a junction, union, tee (whatever its called) . Then from there, I think, it heads to the can in front. See attached.
