Default 89 Low Idle

My 89 usually idles between 1000 and 800 RMP, but just a few months ago it started to drop down to 400 RPM, load up and die. It doesn't do it all the time just now and then.

I don't think it's either one of those because you can really put you foot in it and it doesn't bog down. It usually drops when at a stop sign or while parked.

Ok - the ECM is commanding a certain # for idle RPM and it isn't keeping up with that (unless someone has reprogrammed it to think that 400 rpms is that number - doubt it!). You might start by scanning it though and if this is happening with the a/c on - turn it off and see if it goes away. Then post whatever scan data you get - it will be far easier to think up something that might fix it with that info.
