Depends, if it's an auto with stock 2:5x gears, going to 3:07's is a cheap very noticeable change. Headers/ exhaust will make a difference too.
Gears is a GOOD choice in a Auto.
I started with all the free mods (timing, t-stat, cut air lid, etc) and tuned it up. I then put headers and a decent exhaust on it. I was amazed at the difference all this made. Before I started it would barely turn the tires over from a dead start, after all this they wont stop spinning until I lift or shift.
Hi and welcome! The first thing I will suggest is that you fill out your profile. It's a big help if "we" know where you're from and the details of your car. (year,auto/stick...)
The above posts look like great advice. I think the exhaust is the #1 improvement for the older models. Headers and exhaust will make it feel like a totally different car. Keep your eye out for some used headers and you should get away w/ the whole system for ~$1000.
That should leave you enough left over for gears (if you have an automatic).

For an L98 a high flow exhaust, including FL headers will yield very good results.
Then do the low $$ mods:
-cut lid w/ K&N
-toss the frisbee from the water pump pulley (see my site)
-low temp T-stat & fan switch
-AFPR to bump fuel pressure a little over the stock setting
These mods should push that conservative 240chp to around 300chp and you will feel it...

with what everyone said, after doing the cheap mods and the exhaust my car felt much more powerful.
if you have an auto gears will make a big improvement so go with that after exhaust if you do, if you have a manual then:
the first main goal with the L98 is to get it to breath better so if you have some money after you do the exhaust look around in the Parts section and see if you can find yourself a new intake manifold (superram for increasing the mid-range power a lot without losing low end while increasing top end a bit, LT-1 will require some modifications but flows very well up high, miniram is similar to LT-1 but it's a bit easier to install and costs more.)
With 2K, I would first do the exhaust. Headers, new main cat, new mufflers/catback.
Then my question would be if its a 6 or an automatic. If auto, go with a 2000-2200rpm Torque Converter. Otherwise dont mess with anything, wait on gears til a plan forms.
1.6RR, maybe a new intake base manifold would be good things to do.
I was able to acheive 297 HP and 401 TQ by adding a good pair of long tube headers, Magnaflow exhaust, open air cleaner lid with K&N, adjustable fuel pressure regulator, hotter coil, good plug wires and plugs. This was on my 91. Also if you have a six speed, a single mass flywheel will help!

What Plug wires, plugs and headers did you use?
Those are great numbers!!
Don't forget to stay smog legal or be prepared to risk having to perform considerable work every two years or so to pass. Except for long tube headers, there are smog legal options for everything else mentioned (I think).
