in 1995, GM updated the front cover and improved the opti.... they also made the opti $100 CHEAPER!!! (at least, discount prices, I don't know retail).
not a bad upgrade, considering you can then upgrade to the GM LT4 heavy duty timeing gear kit!!!

There is no good reason to upgrade to '96 Optispark. It is not an cheap or for that matter...easy upgrade, since it involves removing the whole front and top of the motor. A cam change is not easy. Modifying a '93 Optispark for vent purge and sealing it is very easy and very cheap, in comparison. It will address the moisture and reliability issues better than installing a '96 Optispark. They leak too.
