Yes.. it does help. I alway change my oil before a smog test. Not sure I know how to explain it.. but it does work. I have failed a test before, changed oil and passed. So.. I will say yes to your question.
If you Google it.. you will find many right up on it. But the Dirty oil will hold a lot of contaminants will cause you to fail a smog test.
I don't beleive that hot wiring the AIR pump will help much.. It is only used on startup to help heat up the O2 Sensor.
Maybe - if it's running rich. Fuel vapors that enter the crankcase can be sucked back in through the pvc valve and that would show up if you scanned it. If you want some idea as to whether or not it will pass, do that. It'll show fuel delivery and if it's deadon, the only reason it shouldn't pass would be a bad CAT. On the other hand, if the oil smells like a refinery after only 2000 miles, you should probably dig into it and find out why. Performance can suffer if it's getting more gas than it needs.
