Do some research look at AFR, Brodix, Edelbrock. You need an overall plan for the engine, displacement is just one element. Check out specs. at a builder like Golen.

How high is up?
More to it than that. Intake runner cc? Exhaust runner cc? or combustion chamber cc?
If combustion chamber cc, you want the biggest possible chamber to suit your piston availability/compression ratio.

The real answer completely depends on the entire combination and what your desires for the motor are. There is no one answer for your question, though, without knowing what you want to use the motor for and what your goals are for powerband range and levels.
The cam choice has a HUGE impact on head selection also. They should be chosen in tandem. Some of the head porters like Lloyd Elliott or Advanced Induction (as with most good engine builders) will work with you to choose the right combination.
