The entire assembly? Or just change the bulbs?

You have to remove the whole front end. First remove the 3 piece spoiler underneath. then remove all the screws in the wheel wells and then open the hood and you will find some bolts or screws along the seem where the hood meets the front section. Just work your way around the front area. There must be 30-40 screws and bolts to remove the front and once you get that off just unbolt the fog lights and repeat steps in reverse. It will take your a good hour and a half to get it off.

If you don't have a FSM, now would be a good time to get one.

Yep, you need to pull the whole front bumper cover off to get the lights out. Why don't you just mask them off?

If you do decide to pull the bumper cover off it's pretty easy to pull out the driving/turn signal housings. There are two bolts on one end of the fixture that you take out and then pull that end of the fixture out and the other end has a metal tab that will unhook when you pull the fixture out far enough on the bolt end.

Now, why did you say that? All they said was there are a lot of screws that hold the bumper cover in place.

Do this, Get your Cordless Drill, Buy that piece at Ace that allows you to chuck up onto a 3/8" Socket drive, put the right size socket on there and you'll have all those screws out in no time.

You may have to switch back and forth from the ratchet to the Drill depending on space and tightness of the screw. But once they are all broken loose, the job will be quick.

Placing your bumper cover on two saw horses with all the lenses removed is definitely the way to go.

just seemed like a much much easier route
i could easily do it have air compressor and tons of air tools to make it fast its just the idea of doing that when almost the same paint job can be acheived with tape
who knows i still might pull it if I keep taking as long as i am

I've removed the bumper to paint my car. It was a lot of work. Sure the paint job was flawless since I painted it off the car. But I've also masked them. Masking the lights is easier. I'd remove the sidel markers and the retainers along the top edge above the side markers and the spoiler so they don't have to be masked. Also, several members have complained that when they reinstalled it, they couldn't get the front bumper to line back up flush with the hood or the gap was off. It's up to you if you want to deal with that. It also depends on what detail you're going through to paint the car. If your doing all new weatherstrip, mouldings, emblems, outer door wipes, removing the mirrors, door handles, and inner fenders, not to mention a whole lot of other stuff that can be removed, then I would remove the bumper. If not, then leave it on and mask them.
