Do you have both clusters now? If you had both clusters I think I'd transfer the "circuit board" from the '93 and see if it corrects the tach. I'm assuming your tach is reading something substantially higher than actual.
If your tach isn't working at all you could just swap the tach module also I believe. I can't answer the question regarding the display!
