use a thinner type cleaner or at least some good soap and water, simple green maybe before the weights go on. In my earlier years when i was a shop tech some guys were lazy and wouldn't clean a wheel when they balanced it. make sure your guys don't do this, that sticky tape is sticky but it doesn't like dirt and brake dust.

The last tow time I had wheels balanced were whenthe wheels were brand new so thee was no real dirt or brake dust on the inside of the rim.
You can use a good wheel cleaner or SImple Green to scrub the inside surface and rinse with plenty of water. You can then wipe on some mineral spirits with a rag and dry everything off.
If you already have tape weights on the wheels and are installing new tires, remove the wheel from the car and use a small putty knife to remove the old tape weights. Use something loke Goo-Gone to remove any of the foam/tape residue then clean as above. It won't hurt to drive the car to a tire shop without the old weights simply to get new tires.

Afterward put a magic marker on the adhesive. These are
'Tomswheelz', and the paint is really thin on 'em - can't do the solvent thing...
