It's been a long time.
Do I raise 1st and 2nd gear (normal driving) shift points by adjusting the tv cable or by changing the springs in the governor. If any one has successfully changed the springs, what colors were used.

As mentioned do not deviate from the factory TV cable adjustment, you can damage the transmission since it changes apply pressure.
I raised my part throttle shift points by installing a lighter spring in the governor, I replaced the lighter of the two stock springs with the red one from the B & M kit.
If you want to raise the WOT upshift RPM you need to change the weights.

By raised you mean at part throttle there will be higher RPM before a shift? What was the purpose for this?
RVY you can get a governor recal kit with new weights and springs or try trimming some weight off the stockers.

By raising I was referring to road speed but of course that also means the RPM is higher too. After installing lower rear gears my 1-2 shift seemed too early at light throttle, almost immediately after the car started moving. The lighter spring in the governor holds first slightly longer at part throttle, the WOT shift RPM did not change.

Once you change gears you should do the governer which you did. I would definately wait for Pete K to chime in
