Does an 86 have TPMS? lug torque specs
Also does any one know what the torque specs are for the jug nuts on a 86.
Any recommendations on buying an owners manual?

As far as lug nut torque, my '87 owner's manual says 80 ft-lbs. That spec may have varied some through the different C4 years, but you will be OK with anywhere from that 80 up to 100 ft-lbs.
I use 90 ft-lbs as it's a safe value and the battery-powered impact wrench I use for swapping tires at track day will easily loosen the lugs when tightened to 90 ft-lbs.
Just make sure the threads on the studs are clean and DRY. Don't use any anti-sieze, oil or grease as any slippery material will provide a false reading on the torque wrench when tightening. And tighten the lugs in 3 stages: I use 50, 70 and 90 ft-lbs as the three steps for my cars.
The Mid America and Ecklers owner's manuals are reprints and work fine, but you can always try the C4 Parts For Sale section or fleabay for an original manual.
When I got my 87, it had not only the original Owner's Manual, but the Delco battery warranty card, the Goodyear tire warranty book, the GM maintenance schedule book and the BOSE radio operation book. Everyting ws in the leather pouch.
I even found the original 1987 registration slip from the first private owner dated in 1988 (the car was originally bought by GM Environmental Services).
