If I Can Attach The Hose (the One Attached To The 134 Can) Directly To The Low Side Of The Car With No Adapters, Does That Mean Its Been Converted To 134-a???? Thanks

Generally speaking.......yes. A good shop would label the car near the data plate under the hood if they converted it also.

trust me this car had been abused , neglected .i cant see how somebody can treat a car like this so poor, but im turning it around

One of the ways to determine which refrigerant was used, especially when there's no label is to check the operating pressures when the system is working. You could also remove the orifice and match the part number to see if it's for 134. My educated guess would be if someone went through the trouble of changing the fittings then it's probably been converted.
