A couple other things that will help, but cost a bit, are 1.6 roller rockers w/ LT4 springs and a set of long-tube headers.

LOL i was just thinking 1.6s and long tubes when i was reading his post.
Get Drag Radials, and you should easily be at 12.9's, maybe even 12.8's. Don't know how you are getting 1.9 60' on street tires, but good job
(I've never has less than a 2.0 60' time on DR's in my 94)For little tiny bits of help, try taking the spare tire & carrier off the back of the car. Little less weight, might get you there. Run on 1/4 tank of gas, empty out washer fluid, make sure you don't have a bunch of crap in your storage bins. It all matters. Take the pretty black covers off the engine, allow it to cool down more in between runs.
If all that doesn't work, the LT headers certainly will.

Then get yourself some DR's, and you should be in the 12's no problem. My Drag radials got me from a 13.8 time to a 13.3 or 13.4, so hopefully you'll see similar gains. (Maybe not, if you've figured out a 1.9 60' time already on street tires). Also, the track I'm at is renowned for not having good prep and slow 60' times...
