Does ALDL work with engine off?

Default Does ALDL work with engine off?
The engine will not idle and I have code 44, O2 lean.
I am trying to check some sensor readings but I can’t connect to the ECM. I am using TunerPro_RT. The ECM is a 165, 32B bin. I haven’t scanned in awhile but when I did the engine was always running. Not sure if my interface cable is still working. My question is can I scan with the engine off?

My Ease scanner need the key in the on position.

With my key in the on and a 10k resistor between A& B I can't connect. It's got to be my interface.

Sorry I'm not much help as mine does not use the resistor. Are you using the same laptop as before? It looks like the cable need to be "installed".

??? The car is an 85? With a $32 bin in a -165 ECM? Upgraded to the '86-'89 ECM, I assume?
