I keep hearing about cleaninn out the cats, is that something that I can do or is it some thing the muffler shop can do? Is there an elimination for the cats?
If you're referring to cleaning the cats...no way, if you're referring to cleaning (gutting the cats) you remove the cat, take a hammer and pipe and beat out the material. And no reputable shop is going to chance doing it...big fine if they're caught.
Other than more noise, there is no good reason to gut the cat. There is almost no hp gain, it's illegal, and impacts your ability to sell the car someday (oh yeah, you'll sell it someday!)
It all depends on your state laws and what you have. I have an 89 with 2 pre cats and a main. I recently cut the two pre cats out myself and put in straight pipe. Sounds environmentally nasty, but I live in a state that doesn't give a crap.....yet. I have other engine issues so I can't speak to the performance. Nothing seems different. The sound is the same and the performance seems the same. If you only have a main cat, I would suggest a new cat cuz their not that expensive and they are probably bolt on instead of welded (do it yourself).
The pre cats were a stupid idea from whoever decided to put them in the design. I think the car would pass inspection with a new main cat and no pre cats. $0.02
