I am shopping around for my first c4 and a prospective seller told me he replaced the stock injectors on a 1990 with yellow top injectors and they were 65# injectors. This seemed awfully high but I did not question him as I am not an injector expert. He also is running a jet chip. The car started up fine after sitting all winter and ran fine on a 10 mile test drive. Does anyone know what he is talking about?

I think someone is mistaken.. The Ford/Bosch yellowtop should have part number 0280150943 on the side of the injector top. . If they are the number I gave you they flow a little under 22lb at fuel pressure of 43.5psi. In Fords they originally were rated at 19 at 37 psi. They are a good injector for a L98. They are not a 65 lb injector I can guarantee that. The jet chip doesn't mean anything either.
Those chips are usually only good for keeping the coolant temps down by resetting the fan on/off settings. If it is an auto, it will change shift points, making it feel faster.
