If you have it drilled and tapped for a NOS system it is a good buy. Otherwise it is worthless. You'll have better results cutting the air dams out of the plenum.
Short answer==NO.
The air only (dry intake) rushes into the plenum, swirls around and then must make a 90deg bend into the runner opening, so no amount of extra flow length in front of the plenum will markedly effect flow efficiency.
With a carbed setup a spacer below the carb can be beneficial with that wet intake system.
got a 1.25" spacer on mine cause it makes the linkage line up better with the lt1 intake...had it made eons ago when 'spacers' were the rage...did nothing for 1/4 mi et or mph...scares ricers, can hear em whisper to their friends at cruise nite hood-ups "that's what makes this one so fast"
Cant afford a wing yet, kinda broke, so I ductape my cousin Chewy to the back and tell him to hold his arms out and hold the TB spacer up in one hand and the airfoil in the other, it works as a spacer/airfiol/wing .Increased my 1/4 times by .2 sec. and 10mph .If I add up all the factory claims, my lilVette is pushin atleast 2000 hp . Savin up to buy that B.Bridge .Might have to notch the firewall and mount it in the pass seat ,I hear the wireharness is a *****........OK Im gonna make myself thro up
